Pilots

TOOP establishes implements, operates and delivers real-life pilots that validate the “Once-Only” principle for businesses and proves its feasibility at EU level.

All pilots will:

  • connect different data providers and consumers to the TOOP federated IT architecture respecting the existing national infrastructures and interfaces of the existing systems
  • address real life transactions with the involved data consumers and providers
  • design services for business and governmental stakeholders within the pilots and ensure the quality of those services

Three piloting areas are handled in TOOP:

Pilot area 1: Cross-border e-Service for Business Mobility Pilot

Indicative scenarios:

  • Participation in public procurement procedures cross-border
  • Extending businesses to other countries
  • Administrations checking the mandates of business representatives
  • Standard Business Reporting

Pilot area 2: Updating Connected Company Data

Indicative scenarios:

  • Interconnection of Business Registers
  • Implementing an “Event Notification Service” with data flow from the Business Registers towards public administrations so that data changes are recognized, timely and reliable up to date

Pilot area 3: Online Ship and Crew Certificates

Indicative scenarios:

  • Connection of national Maritime Administrations data bases

Benefits

In the European “e-Government Action Plan 2016-2020” one of the underlying principles states that public administrations should ensure that citizens and businesses supply the same data only once to a public administration.

It can be seen that one of the major impediments to a well-functioning single European market is the grinding daily friction of procedures and paperwork imposed by the public sector. Often, compliance costs are caused by fairly simple issues, such as proving one’s identity, license or a certificate. This data usually already exists in the public sector, whether in another agency in the same country or in another country. Thus, the “Once-Only” principle (OOP) has become a viable way to reduce the administrative burden throughout the EU Member States and make the Digital Single Market a reality.

TOOP focuses on businesses and their data.
